The C++ Core Guidelines are a set of tried-and-true guidelines, rules, and best practices about coding in C++

The C++ Core Guidelines are a set of tried-and-true guidelines, rules, and best practices about coding in C++

The C++ Core Guidelines are a collaborative effort led by Bjarne Stroustrup, much like the C++ language itself. Update Submitting.md

This pull request makes the file semantics identical to C++Now 2018, as requested by Bryce yesterday. The goal of this is to also stamp out a table-like RST file that also contains a neat table organized by rows of the time and columns with the room name in them, for each day (and for half/full sessions). That Pull Request will come a bit later!
